Andorra Boosts IT Spending 13% to €26M in 2025 Amid Digital Surge

The Andorran government allocated nearly €26 million to IT equipment and services for public administrations in 2025, a 13.1% rise from the prior year, according to statistics department figures highlighted in recent reports.

Expenditure reached €25,970,593, with the largest shares—80.3% of the total—covering studies and technical work by external firms (29.1%), data processing services (19.3%), software applications (17.6%), and licence renewals (14.4%).

Public administrations ended the year with 1,669 desktop computers, 241 laptops, and 568 printing devices, including multifunction units. The Digital Transformation Department handled most—83.9% of desktops (1,400 units), 83% of laptops (200 units), and 84% of printers (477 units)—while the police managed the rest at 16.1% (269 desktops), 17% (41 laptops), and 16% (91 printers).

Servers totalled 523, nearly all virtual at 505, with only 18 physical units.

ICT personnel stood at 62 specialists, per Eurostat criteria. Application programmers and equipment controllers made up 33.9%, mid-level analysts and programmers 29%, quality control technicians 27.4%, and other roles 9.7%. Roughly half were in the Digital Transformation Department, 9.7% in police, 4.8% in Public Function, and 35.5% elsewhere.

Online procedures climbed 21.7% to 142,992, up from 117,511 in 2024, covering electronic headquarters and virtual office activities.

A companion survey found 94.4% of residents online daily or near-daily, hitting 100% for ages 18-29, 98.9% for 30-44, and 83.5% for those 65+. Usage dipped among older adults and those with primary education only, with few income variations except at the lowest brackets. Andorra lagged Albania's 99.7% daily rate among European peers surveyed.
