Andorra Endavant Rejects Andorra Digital with €2.6M Budget Amendment

Andorra Endavant has submitted a total amendment to a 2026 budget modification bill that would allocate €2,608,196.71 to the public company Andorra Digital SA, rejecting the new entity's creation as an unnecessary expansion of public structures.

The opposition party, which opposed Andorra Digital during its establishment process, argues that its digital transformation responsibilities could be managed through the relevant ministry and existing public bodies. Party leader Carine Montaner’s group contends that Andorra’s limited size—around 90,000 residents—demands a streamlined administration rather than additional agencies.

In its statement, Andorra Endavant criticizes the proliferation of separate public entities, now numbering 25 excluding ministries and departments. Each one, the party warns, generates its own leadership organs, procedures, human resources needs, operating expenses, and oversight demands, while hindering coordination and raising duplication risks.

The party cites Andorra Digital’s incorporation on 30 April 2026 as a clear case of flawed planning. The government’s proposed budget change, they note, seeks to provide the retroactive funding needed for its full-year operations.

Andorra Endavant urges simplifying existing public frameworks, cutting overlaps, concentrating resources, and fostering a more agile, transparent system with stricter spending oversight. The amendment now faces standard parliamentary proceedings.
