Andorra Awards 26 Affordable Housing Units in Borda Nova I

Andorra la Vella’s Institut Nacional de l’Habitatge (INH) has awarded 27 of the 41 affordable housing units open to the general public in the Borda Nova I building on Carrer Terra Vella, leaving 14 two-bedroom flats vacant due to insufficient eligible applicants.

The definitive allocation list appeared in Friday’s Butlletí Oficial del Principat d’Andorra (BOPA), following a notarial draw on 20 August. Of the 41 applications received—out of 48 eligible registrants—34 met requirements. The INH assigned 14 one-bedroom units, seven two-bedroom units and six three-bedroom units, according to government data. One- and three-bedroom allocations are complete, with reserve lists in place, but no further two-bedroom applicants qualified despite 23 units available.

INH director Marta Alberch told Diari d’Andorra the vacancies stem from a mismatch between family compositions and unit types, not rejections. She pointed to prior fillings at Ribasol, which absorbed many two-bedroom seekers, noting the registry needs time to rebuild demand.

Housing Minister Conxita Marsol, speaking at Thursday’s post-Council of Ministers press conference, said 41 new candidatures have joined the public housing registry since the 4 August deadline, with 115 more under review—around 70 expected to qualify. Rejections totalled 37% for spending under 30% of income on housing and 13% for exceeding income caps. She described regulations as “live” and open to adaptation, including for rising rents.

The three ground-floor units adapted for reduced mobility remain unaddressed in recent updates. Beneficiaries face provisional rents from €412 to €1,008 monthly, with contracts due within one month of BOPA publication.

Marsol also disclosed the government rejected one of two bids to lease entire buildings for affordable housing—a Massana property in a risk zone—while advancing on a Canillo offer pending valuation. Four purchase options are appraised: one in Andorra la Vella, two in Sant Julià de Lòria and one in Canillo, all within budget, with owners soon to receive offers.
