Andorra Tobacco Duties Drop 10% in August as Customs Revenue Dips

Andorra's Customs Department reported a 10.1% drop in tobacco import duties for August, collecting €6.97 million compared to €7.75 million in August 2025. This contributed to an overall revenue decline through the first eight months of the year.

Total customs revenue for August totaled €17.85 million, down 0.7% from €17.98 million the previous year. Year-to-date collections reached €140.03 million, a 5.9% decrease from €148.76 million in the same period of 2025.

Tobacco duties for the eight months stood at €53.02 million, reflecting a 15% fall from €62.4 million in 2025. The category outperformed 2025 levels only in February, up 4.5%, and June, up 4.2%. Declines were steepest in April at 37.6%, March at 24.9%, and July at 23.9%. Tobacco remains a key revenue source despite the downward trend.

Other categories posted gains in August that partially offset the tobacco shortfall. Fuel duties rose 6.3% to €5.33 million. Beverages increased 5.6% to €741,708. Other goods grew 6.6% to €4.81 million.

Through August, fuel collections fell 3.5% year-to-date to €35.79 million from €37.08 million. Beverages dropped 6.5% to €5.61 million from €6 million. Other goods advanced 5.4% to €45.62 million from €43.28 million.

By tax type for the period, customs duties generated €55 million, while the indirect general tax (IGI) yielded €52.28 million.
