Windmill Scammer Hendrik Holt Arrested in Dubai After Berlin Prison Escape

Hendrik Holt, the German fraudster dubbed the "windmill scammer" and former passive resident of Andorra, was arrested in Dubai on Tuesday, according to Osnabrück prosecutors as reported by Der Spiegel.

The 2022 conviction by the Osnabrück Regional Court sentenced Holt to nearly nine years in prison for defrauding foreign energy firms with nonexistent wind farms and bribing foreign diplomats to secure diplomatic passports. He had been serving time on open regime in Berlin for almost two years, allowed daytime absences from the facility as long as he returned each evening. On August 25, however, he failed to return, prompting a manhunt.

Shortly after vanishing, Holt posted on Instagram suggesting he was in Moscow. His lawyer confirmed he had fled abroad with no plans to return to Germany. Prosecutors had tracked him despite the ruse, believing he escaped through Poland and Turkey. Upon detention, he held a genuine personal passport, though his original had been confiscated and voided earlier. Officials are investigating its source and possible ties to influential contacts, building on prior bribery claims in the case.

Holt, who once promoted a wind farm project in Andorra during his time as a resident, had moved to Berlin from the Principat amid the pandemic. He was briefly held in a luxury Berlin hotel during talks with officials and politicians before starting his sentence. After receiving prison leave, he disappeared, later sending prosecutors a mocking letter.

Germany has no extradition treaty with the UAE, making his return uncertain. Prosecutors intend to file a request anyway. The case continues to resonate in Germany, where Holt is viewed as defying the justice system. A return would likely mean transfer to a high-security unit, though absconding on leave does not add time under German law.
