Key Points

  • Barra Mars, SLU will manage the Prat del Roure restaurant for an initial 10 years, extendable to 15, at €4,300 per month (€51,600 a year).
  • The council unanimously approved the award on Monday, 19 October, after a public tender with four bids.
  • The winning bid scored 87.56 points, with 90 of 100 evaluation points going to improvements, gastronomic offer and investments rather than the fee.
  • Plans include market cuisine specialising in cod, opening 8am to 9pm every day with no collective holiday closure, and a renovation of the space.

The company that runs the Barra Mar's gastrobar in Andorra la Vella will take over the restaurant at Prat del Roure in Escaldes-Engordany, after the parish council (comú) unanimously approved the concession award on Monday, 19 October.

Barra Mars, SLU will manage the establishment for an initial ten years, with annual extensions possible up to a maximum of fifteen. The fee (cànon) is €4,300 per month, equivalent to €51,600 a year—the minimum amount set in the tender terms and also the figure proposed by the winning company. The concession covers 271 square metres of interior space and a 278 square metre terrace.

The award followed a public tender with four bids. Barra Mars prevailed over the other three even though some offered €100 or €200 more in fee, as the council prioritised service quality and adaptation to the needs of park users. The winning bid scored 87.56 points, earning the best technical evaluation on the strength of its management model, service organisation and proposed improvements.

Consol major Rosa Gili said that out of 100 evaluation points, only 10 were assigned to the economic fee, while the remaining 90 assessed improvements over the minimum opening regime, the gastronomic offer and its suitability for users, investment in renovation works and furniture, and the décor and ambience of the premises.

Under its proposal, the new restaurant would open every day of the year from 8am to 9pm, with the kitchen open throughout the day and no collective holiday closure—arrangements Gili described as an improvement on the minimum regime the council had required. The plan is for market cuisine specialising in cod, covering breakfasts, lunches, afternoon snacks, tapas and evening service, alongside a renovation of the space.

The renovation project foresees warm materials, flexible furniture and vegetation, accessible routes and a look consistent with the terrace, as well as improved lighting, acoustic conditioning and finishes, unifying the aesthetics of the interior and terrace.

Gili said the proposal responded to the aim of ensuring a varied gastronomic offer and a service adapted to the different users of the sports, social and cultural complex. She also thanked the family that had managed the establishment until now.
