Spain's Consumer Ministry has imposed a €750,000 fine on EBR Management SLU for operating a luxury car raffle without the necessary permit under the Spanish Gambling Regulation Law.

The sanction relates to a promotion organised by Spanish YouTuber David Cánovas, known as TheGrefg and based in Andorra. Although the ministry did not identify the individual publicly, Spanish media and matching details point to his giveaway of a Tesla Model S Plaid. The influencer valued the vehicle at €120,000, though authorities assessed it above €75,000. It featured custom Lightning McQueen vinyl from the Cars films and was promoted from Andorran locations.

The raffle operated from 24 December 2024 to 6 January 2025 via the company's website, accessible from Spanish IP addresses. Participants bought a €1 digital wallpaper, each purchase providing one entry. This resulted in 376,850 entries, with the draw broadcast on TheGrefg's social media.

The ministry classified the activity as a serious administrative offence due to the lack of required authorisation, which EBR Management never sought. The company's submissions in its defence were unsuccessful. TheGrefg had presented the raffle as advertising rather than a game of chance.

Andorra's Gambling Regulatory Council examined the promotion separately and raised no objections under local regulations.

The case marks Spain's largest known fine against an influencer for such an activity.
