Aparcament Vinyes Rejects Andorra la Vella Comú's Excuses Over Water Leaks

The company denies the leaks are long-standing and blames recent remodelling works, calling for full re-waterproofing of the square's flat roof under a 1999 agreement.

Key Points

  • Aparcament Vinyes rejects the Comú's account of water leaks, calling it 'excuses of a bad payer'.
  • The company blames recent parish remodelling works for the water ingress, not long-standing defects.
  • Vinyes says the Comú is breaching cleaning, maintenance and insulation obligations from a 1999 agreement.
  • It demands complete re-waterproofing of the square's entire flat roof and criticises the Comú's out-of-court approach as a 'mockery'.

Aparcament Vinyes has renewed its criticism of Andorra la Vella's parish government over water leaks affecting its premises, rejecting the Comú's account of the problem as "excuses of a bad payer" and insisting that the entire flat roof of the square must be re-waterproofed.

In a statement issued on Thursday, the company denied that the leaks are long-standing, as the Comú has maintained, and instead blamed the "mess" of the recent remodelling works carried out by the parish administration for the water ingress. It said the dialogue tables and quality-control tests cited by the Comú have done nothing to stop water entering the property.

Vinyes is calling on the parish to meet its obligations on cleaning, maintenance and insulation of the square's roof, which it says are set out in a 1999 agreement and are currently being repeatedly breached. The firm described as a "mockery" the Comú's willingness to seek an out-of-court solution, arguing that it was the administration's neglect that forced Vinyes Patrimonial, SLU to take the matter to court to defend its property and business.

The company also noted that the Comú has itself acknowledged in writing that the damage cannot be prolonged indefinitely. Vinyes said it regrets that the authorities have not drawn what it called the only logical and effective conclusion, which it maintains is a complete re-waterproofing of the square's entire flat roof.
