Andorra's Minister for Public Function and Digital Transformation, Marc Rossell, held talks in Madrid on Wednesday with Spain's Minister for Digital Transformation and Public Function, Óscar López, to advance bilateral digital ties, particularly by launching technical work for Spanish recognition of Andorra's new Cartera Digital app.
The mobile application securely stores key documents including passports, CASS health cards, driving licences, vehicle registration certificates and immigration cards. Though currently restricted to use within Andorra, officials seek to enable its acceptance abroad, starting with Spain due to extensive cross-border travel.
Rossell outlined the app's operations to López during the meeting. Both ministers committed to establishing a technical working group to evaluate interoperability and security requirements for linking Cartera Digital to Spanish electronic recognition systems, such as the Cl@ve identification platform. The group will also examine whether certificates issued by Andorra's Electronic Trust Services Office (OSCEPA) align with Spain's e-government infrastructure.
Rossell praised the Spanish side's "excellent willingness" and stressed that the process would simplify citizens' lives while promoting fuller digital alignment between the nations, allowing the app's use across borders.
The agenda covered additional cooperation topics, such as online child safety measures, boosting digital competencies and coordination between the countries' national digital skills centres. The ministers also agreed to update their public function protocol to sustain exchanges of practices, expertise and innovations.
