Andorra's General Council Tenders €969K for Casa de la Vall Rehab Phase Two

The General Council has launched a public tender for the second phase of rehabilitation works at Casa de la Vall, with an estimated budget of 968,994.59 euros. The edict appeared in the Butlletí Oficial del Principat d’Andorra (BOPA) this Wednesday, setting a five-month execution period once works begin.

This phase follows the first round of interior upgrades and will address both planned exterior tasks and additional needs identified later, including preparations for future exhibition spaces in the historic building, once Andorra’s parliament seat and a key cultural asset classified as a Bé d’Interès Cultural. The project memorandum, prepared by architect Enric Dilmé, covers interventions across the basement, ground floor, first floor, attic, and roof.

Key works include sealing the passageway linking Casa de la Vall to the General Council with a partition and door to block draughts, plus adding a storage cabinet near reception in the basement. On the ground floor, a ticket counter will be built, lighting installed in the shop and corridor areas, and the Court of Corts room replastered with lime mortar. The public-area cabinet will be removed, new lighting added, and exterior-facing doors, windows, and the main portal with its coat of arms restored.

The first floor will see the lift cabin completed, new audiovisual systems installed, water and electrical systems renewed, exterior windows restored, and new furniture supplied for the syndics’ room. Around a third of the budget will fund a full overhaul of the roof slabs, including towers and attic, to secure the covering and prevent water leaks.

Much of the project involves technical upgrades like improved air conditioning, new wiring, and accessibility ramps. Bidders must attend a mandatory site visit on 10 June at 3pm to access technical details and documentation; without it, they cannot submit offers. Full tender information is on the public procurement platform, with bids due by 3 July and envelopes opening early that month. Sindic Carles Ensenyat had announced in December, during the reopening after phase one, that completion was targeted for 2026 to modernise the site, boost safety and sustainability, and restore its original character—though the mid-May tender launch may affect timelines.
