Andorra Ambassador Pushes Mountain Climate Action at UN Bonn Session

Andorra’s Ambassador for Cross-Border Cooperation, Noelia Souque, attended the subsidiary bodies session of the United Nations Framework Convention on Climate Change, which concluded over the weekend in Bonn, Germany.

During the event, Souque outlined Andorra’s dedication to global climate efforts, focusing on transparency, sustainable financing, and advocacy for mountain regions. Speaking at the second Expert Dialogue on Mountains and Climate Change, she emphasised the critical role of mountain ecosystems in stabilising the climate and called for coordinated international action.

Mountain challenges, she noted, are fully embedded in Andorra’s climate planning, biodiversity policies, energy transition, and sustainable development strategies. Souque highlighted the country’s pioneering status in climate transparency, as the first nation to complete the full cycle under the Enhanced Transparency Framework and to submit a Biennial Transparency Report.

Andorra put forward three specific proposals to bolster the global response to climate impacts in mountain areas: embedding mountains across all UN Convention instruments; establishing a regular platform for mountain dialogue to ensure follow-up and implementation; and directing targeted investments through international financial institutions, including monitoring systems, harmonised indicators, and risk prevention mechanisms.

While in Bonn, Souque also chaired a side event on climate action financing in mountain regions and a high-level dialogue on transparency.

The participation builds on momentum from Andorra’s hosting of the 7th Global Meeting of the Mountain Partnership, where the Andorra Declaration was adopted. Together, these efforts signal growing commitment among mountain countries and partners to elevate mountains on the international climate agenda.
