Petition Demands Halt to Alt de la Capa Viewpoint Over Environmental Fears

Opposition to the proposed astronomical viewpoint at Alt de la Capa in Arinsal continues to build, as a Change.org petition demands Massana parish council halt construction until a full environmental and economic impact assessment is conducted.

The project, located at 2,572 metres altitude, carries an estimated cost of up to €837,000 and aims to offer 360-degree panoramic views for landscape appreciation, cultural events, and stargazing linked to the parish's Starlight tourism initiative. Designed by architect Toni Riberaygua and engineer Carles Puig, it targets the first construction phase before winter to support the Pal-Arinsal ski resort's growth.

Petition organizers, under the banner "Aturem la construcció d’un nou mirador a l’Alt de la Capa," express deep concern over potential ecosystem disruption, erosion, and biodiversity loss from high-altitude development. They argue the Massana mountains represent a heritage to protect for future generations and call for sustainable alternatives, including improved existing trails, guided hiking, and educational programs to boost local tourism without invasive infrastructure.

During the project's unveiling this week, Tourism Councillor Mònica Solé stressed efforts to minimize environmental impact from the outset. Cònsol Major Eva Sansa noted the site's selection due to its existing human presence, including a ski lift and related mountain activity infrastructure.

Mountain guide Marco Mijares has publicly opposed the plans in a social media video shot on location with international clients, emphasizing the area's natural draw for peaceful hikes. He suggested construction could start this autumn and noted colleagues' hesitation to speak out amid reliance on tourism income.

The anonymous group Preservem l’Alt de la Capa launched the petition recently, which has attracted hundreds of signatures. It urges residents and officials to prioritize sustainability over intensified tourism exploitation. The parish council has not yet commented publicly on the backlash.
