Petition Demands Halt to Alt de la Capa Viewpoint Over Environmental Fears

A Change.org petition opposing the astronomical viewpoint planned for Alt de la Capa in Arinsal has gathered 2,219 confirmed signatures, urging Massana parish council to suspend construction pending a comprehensive environmental and economic impact assessment.

The initiative, titled "Aturem la construcció d’un nou mirador a l’Alt de la Capa," highlights risks of erosion and biodiversity loss from high-altitude infrastructure. Organizers argue the Massana mountains form a vital natural heritage that demands protection, questioning any clear justification for the ecological toll. They advocate sustainable tourism alternatives such as enhancing existing trails, promoting guided hikes, and developing educational activities, while calling on residents and officials to prioritize conservation over intensified development.

The project at 2,572 metres, budgeted at up to €837,000, seeks to provide 360-degree views for stargazing, cultural events, and landscape observation as part of the parish's Starlight tourism strategy. Architect Toni Riberaygua and engineer Carles Puig designed it, with the first phase targeted before winter to align with Pal-Arinsal ski resort expansion.

At the project's unveiling this week, Tourism Councillor Mònica Solé emphasized measures to limit environmental effects from the start. Cònsol Major Eva Sansa pointed to the site's prior human activity, including a ski lift and related facilities, as a factor in its selection.

Mountain guide Marco Mijares voiced opposition in a social media video filmed on-site with international clients, praising the area's appeal for tranquil hikes and warning that construction could begin this autumn. He noted peers' reluctance to comment publicly due to tourism income dependence.

The petition, launched recently by the anonymous group Preservem l’Alt de la Capa, has sparked concern among locals and nature enthusiasts. Massana parish council has yet to respond to the growing opposition.
