PS Councillor Tables 13 Amendments to Strengthen Valls de Canillo i Ordino Park Protections
Laia Moliné's proposals narrow building exceptions, prohibit forest tracks, mandate mediation for management changes, and impose timelines for planning and audits to protect the park long-term.
Key Points
- Limits new building permits with strict exceptions and proof of necessity
- Bans new forest tracks and boundary revisions reducing park area
- Requires mediation and assessments for parish withdrawal from joint management
- Sets deadlines for master plan and enhances public accountability with audits
Laia Moliné, a general councillor for the Social Democratic Party (PS), has tabled 13 amendments to the bill establishing the Valls de Canillo i Ordino national natural park. The changes are designed to enhance environmental protections, safeguard shared management between Canillo and Ordino parishes, and improve public involvement and accountability.
The PS proposals would sharply limit new building permits inside the park by narrowing exceptions, demanding technical proof of necessity, and confirming no viable options exist outside protected zones. They would also ban new forest tracks and block any technical boundary revisions that could reduce the site's overall area.
A core focus is ensuring the park's long-term viability. While allowing a parish to pursue withdrawal from joint oversight, the amendments require advance mediation, a full assessment of impacts, and General Council legislation to enable a shift to local park status—thus preserving protection levels during transition.
To prevent management delays, the package sets a deadline for finalizing the master plan, introduces interim safeguards until it takes effect, and establishes a coordination protocol with timelines for resolving disputes between the two parish directorates.
The amendments also strengthen scrutiny by mandating reasoned responses to the advisory council's input, an initial economic plan for the foundation, public disclosure of its accounts and audit reports, and delivery of the annual report to the General Council and parish councils.
These measures accompany the bill's advance in Andorra la Vella's parliament, with the PS arguing they deliver meaningful safeguards for the protected landscape alongside reliable governance.
