The Massana branch of the Partit Socialdemòcrata (PS) has filed 14 objections against the planned scenic viewpoint at Alt de la Capa in Arinsal, calling for a full stop to the project amid growing public opposition.
Local authorities awarded the contract on 28 September for €892,148.54 to build a circular structure over 21 metres wide at 2,572 metres altitude within the Pal Arinsal ski area. Designed to offer 360-degree panoramic views, stargazing spots and space for cultural events, the council argues it will enhance the already developed peak and boost tourism without major disruption.
PS members counter that the mountain's natural vistas, accessible via promoted hiking trails, make construction unnecessary in this high-value ecological zone. They raise concerns over visual changes, wildlife disruption, construction via helicopter and added visitor pressure, demanding detailed impact studies including a no-build alternative. The group also flags inconsistencies in claims of minimal landscape harm while promoting the site as a valley-wide landmark.
Administrative issues include the public information period that began on 8 October. PS seeks contract details, assurances that input can alter plans, full file access and proper participation protocols.
Opposition has broadened, with environmental groups, the Salvem la Capa platform and the Amb Seny party echoing calls to halt work. A Change.org petition has exceeded 4,300 signatures, while Salvem la Capa launched a WhatsApp group, "Defensem la Capa", to organise a protest in Massana. Amb Seny has demanded nullification of the consultation process over incomplete documentation access.
In response, the council published the construction plans, environmental impact study and government preliminary report on its website this Tuesday following complaints. Cònsol Major Eva Sansa said the phase should clarify doubts, share data and gather contributions, inviting opponents for respectful discussions.
PS questions the near-€900,000 spend against parish priorities and urges focus on hiking and nature promotion. They press for substantive replies to their points, no irreversible actions and alternatives to safeguard the site. "The peak's finest vantage is nature itself," the party stated, prioritising preservation for future generations.
