Forces Elèctriques d’Andorra (FEDA) has declared the tender for the Runer River Transformer and Distribution Substation (ETR) void in order to reformulate the bidding documents and align them with the requirements of the European Investment Bank (EIB). The change is intended to allow the project to qualify for European financing. The tender process is expected to be relaunched in 2026.
FEDA describes the ETR as a key element in Andorra’s electrification and decarbonisation strategy. The substation will receive electricity from a new high-voltage line to Spain, a connection that will double the country’s import capacity and support growing demand linked to electric mobility, sustainable heating and renewable energy deployment.
To be eligible for EIB support, FEDA must publish the procurement documents in the Official Journal of the European Union and on the EIB’s portal. Bidders will also be required to sign the bank’s pre-established integrity, social and environmental commitments covering the project’s supply chain.
The decision to reformulate the tender follows a visit by an EIB delegation in July 2024, during which the bank reviewed several of FEDA’s strategic projects, including the new Spain interconnection, the Runer ETR, the expansion of FEDA Ecoterm and the Pic del Maià wind farm.
FEDA says strengthening interconnections is essential to guarantee supply and to meet its target of carbon neutrality by 2030.
