CASS Appoints Catalan Health Law Expert Giuseppe Tufano as Legal Head

The Caixa Andorrana de Seguretat Social (CASS) board has appointed Giuseppe Tufano, a Catalonia-based expert in health law, as its new legal director and secretary of the board of directors.

The move, approved during a Wednesday board meeting, forms part of the public entity's strategy to adapt its internal structure to address new institutional and management challenges in social security. Tufano offers proven expertise in legal advisory and leadership roles, including as head of the legal department at the Associació Catalana d’Entitats de Salut (ACES) and as a senior legal advisor in the health sector. His specialised training covers public procurement, health law, patrimonial liability, and regulatory compliance.

CASS leaders praised the hire as a major boost to the executive team. The legal department has recently expanded with several Andorran lawyers experienced in professional practice and litigation before local courts.

During the session, the board awarded a compliance support contract to Deloitte Andorra Auditors i Assessors to strengthen transparency and adherence to regulations. It also launched three new tenders: a national public process for corporate messaging and letter distribution services across all Andorran parishes; an international bid to enhance the corporate data platform; and another for designing, developing, implementing, and maintaining the CASS Clinical Work Station.
