Andorra Approves 2026 CASS Health Fee Increases

The Andorran Council of Ministers has approved a decree, proposed by Health Minister Helena Mas, to update CASS health service responsibility fees for 2026. Primary care visits to referent doctors will increase by 5.4%—twice the 2.7% inflation rate—to strengthen this entry point into the system and reinforce the doctor's coordinating role.

Government spokesperson Guillem Casal explained that the adjustments seek to balance healthcare sustainability, user access, and fair provider compensation. Under the third-party payer system, preferential pathway patients will pay €7.78 per visit, up 40 cents from €7.38, representing 25% of the full fee rising from €29.51 to €31.10.

Other fees—for dentists, healthcare services, sociosanitation centres, meals, accommodation, and treatment-related transport—will rise by 2.7% to match inflation. The supplementary individual taxi fee in Pas de la Casa (zone 3) will apply three times per trip, up from twice, to align with actual costs; users will see no change as the service remains fully funded.

Fees tied to public tenders, such as ambulance transport and SAAS charges, will remain unchanged. Diagnostic tests including CT scans, MRIs, and clinical analyses are also unaffected, with authorities deeming them appropriately priced.

The changes take effect on 2 March 2026.
