Andorra's Massana Launches €23M Competition to Redesign Avinguda Sant Antoni

Massana launches €23M competition for teams to redesign 1.5km Avinguda Sant Antoni into pedestrian-friendly space with new bypass, phased works minimising disruption.

Key Points

  • Massana launches €23M competition for multidisciplinary teams to redesign 1.5km Avinguda Sant Antoni.
  • Project aligns with new bypass diverting traffic, aiming for pedestrian-friendly urban space.
  • Works phased in four stages to minimize disruption; €21.5M for renewal, €1.3M for management.
  • Proposals prioritize sustainability, widened pavements, tourist signage; winner gets €8,000 prize.

The Comú de la Massana has launched a national competition for multidisciplinary teams of architects and engineers registered in Andorra to redesign Avinguda Sant Antoni, its main urban artery, with an estimated total budget of €22.8 million to €23 million.

The project aligns with the construction of a new bypass to divert traffic from Ordino and Arinsal away from the parish centre, creating opportunities for a safer, more pedestrian-friendly space. The winning proposal must provide an integrated vision for the avenue's full 1,500-metre length and surrounding areas, including the telecabina station, Les Fontetes, key intersections such as Carrer de Josep Rossell and Carrer de Cal Teixidó, and links to public facilities like the Casa Comuna, educational, cultural and sports centres, and parking areas.

Works will unfold in four phases to limit disruption: from Casa Comuna to Carrer Major; from Casa Comuna to Carrer Cal Teixidó; from Carrer Major to the telecabina and Les Fontetes; and from Cal Teixidó to the southern entrance. Of the budget, approximately €21.5 million covers the renewal across phases, with €1.3 million allocated for executive projects and site management.

Proposals should prioritise urban and landscape improvements, sustainability, and functionality. This includes reducing surface parking to widen pavements where possible, installing tourist signage at nodes like Plaça del Quart, Les Fontetes and the telecabina, supporting commercial events, and organising public transport and school routes.

A jury will assess entries based on aesthetic integration with the environment, maintenance ease, technical detail, and eco-friendly elements. The winner receives €8,000 and could develop technical plans and oversee execution, timed to parish planning and funding. Additional prizes are €4,000 for second place, €2,000 for third, and €1,000 each for fourth and fifth.

“The construction of the new bypass offers a unique opportunity to create a more attractive and welcoming urban centre for Massana residents and visitors,” Works councillor Kevin Poulet said. The Comú is consulting local traders to incorporate their input into the overall plan.
