Andorra's Minister for Public Function and Digital Transformation, Marc Rossell, met with his Spanish counterpart, Óscar López, in Madrid on Wednesday morning to strengthen bilateral digital cooperation, focusing on technical steps for Spain to recognise Andorra's recently launched Cartera Digital app.
The app allows secure mobile storage of essential documents such as passports, CASS health cards, driving licences, vehicle registration certificates and immigration cards. Limited to domestic use for now, Andorran officials aim to extend its functionality abroad, prioritising Spain given the high volume of cross-border movement.
During the discussions, Rossell demonstrated the app's features to López. The ministers agreed to launch a technical working group to assess interoperability and security needs for integrating Cartera Digital with Spanish electronic systems, including the Cl@ve identification platform. The group will also review compatibility between certificates from Andorra's Electronic Trust Services Office (OSCEPA) and Spain's e-government tools.
Rossell highlighted the Spanish government's "excellent willingness" to proceed, describing the initiative as essential for easing daily life for citizens and achieving deeper digital integration between the two countries.
The meeting also addressed wider collaboration areas, including online child protection, enhancing digital skills and links between national digital competence centres. The ministers further committed to renewing their public function protocol to foster ongoing exchanges of expertise, knowledge and innovations.
