The Andorran government has awarded Construccions Roca a €267,253.12 contract for upgrades at the COEX base of the Envalira refuge in Encamp parish. The Council of Ministers approved the deal on 17 December, following a proposal from the Ministry of Territory and Urbanism and an open national tender published in the BOPA on 15 October. The project carries a three-month deadline.

The enhancements focus on pavement renewal, garage improvements, and new systems for water and hydrocarbon management to boost resilience at the high-altitude facility. Key works include repainting the small garage while preserving existing installations, alongside a full pavement replacement in the main garage. This involves removing the current surface and laying new fibre-reinforced concrete to enhance strength and longevity.

Resource handling upgrades feature the supply and installation of a 3,000-litre water tank inside the storage building. An underground wastewater treatment plant in the courtyard will consist of a primary settler, biological reactor, and clarifier, with a maximum daily capacity of 1,500 litres. The setup also includes a buried fibreglass-reinforced plastic hydrocarbon separator, rated at 6 litres per second, with a 1,200-litre integrated sludge tank and 1,800-litre total hydrocarbon storage.

The competitive open tender ensures cost-effective delivery of these vital improvements to the refuge's operational centre in Andorra's challenging border region.
