Andorra la Vella council must pay €1,200 in compensation to the owner of a car damaged in a vandal attack at the Centre Ciutat public car park, after the Superior Court rejected the council's appeal.
The vehicle's owner, who held a parking subscription for the facility, discovered the damage and filed a lawsuit seeking €6,830.90 to cover repairs. The Batllia's administrative chamber partially upheld the claim, ruling that the council bore some responsibility due to the presence of surveillance cameras in the car park. It awarded €1,200—well below the amount requested.
Unhappy with the decision, the council appealed to the Superior Court. However, the court declined to hear the case, citing the Contentious-Administrative Procedure Act. This law bars appeals when the disputed amount falls below €1,500, which applied here.
The car owner did not file her own appeal to pursue the full initial claim. Instead, she joined the council's action as a counter-party. With the council's appeal dismissed, her position also lapsed.
Neither side expressed satisfaction with the outcome, leaving the Batllia's €1,200 award final and binding on Andorra la Vella council.
