Key Points
- Eligibility for substitute batlles: emeritus/former magistrates, batlles, or exam passers.
- Applications open post-BOPA edict next week, close 5 March 2026 at 3pm via www.justicia.ad.
- Substitute magistrates: emeritus/former judges for short-term vacancies.
- Fátima Ramírez Souto renewed as Superior Court magistrate from 13 Feb 2026.
The Superior Council of Justice approved on Tuesday the call for applications to the 2026 lists of substitute batlles and magistrates, as required by the Qualified Law of Justice.
For the substitute batlles list, eligibility covers emeritus magistrates, former magistrates, former batlles, and candidates who passed the batlle selection exams but did not obtain a position, subject to legal requirements. The list supports rotational appointments to maintain judicial operations during periods of high demand. Substitute magistrates can include emeritus and former judges meeting active regulations, to fill short-term vacancies in the justice system.
Applications open after the edict appears in the Official Bulletin of the Principality of Andorra (BOPA), scheduled for next week, and close on 5 March 2026 at 3pm. Candidates must submit forms from www.justicia.ad/tràmits to the council, noting their eligibility category and including necessary documents.
In the same session, the council renewed Fátima Ramírez Souto as a magistrate of the Superior Court of Justice, effective 13 February 2026, under article 68(3) of the Qualified Law of Justice. Ramírez has served in Andorra since 2014 and brings 38 years of prior experience in Catalan courts, where she retired last June but continues practising in the Principality.
