Andorra la Vella's local council has approved an on-call reserve labour pool to strengthen essential services in the parish, providing pre-selected and trained workers for technical and operational roles in strategic departments.

The measure tackles the increasing difficulty in attracting and retaining qualified professionals amid labour market imbalances in sectors including maintenance, electricity, lighting, construction, environmental services, and hygiene. It enables rapid coverage of temporary vacancies or spikes in demand from retirements, leaves of absence, permissions, or workload increases, maintaining service continuity and quality.

Covered roles encompass lighting technicians and operatives, masons, construction and cemetery workers, electricians, plumbers, hygiene and environmental operatives, drinking water network staff, caretakers, janitors, and maintenance and assembly technicians, along with comparable positions.

Councillor for Talent and People Management Eva Tadeo stated that the pool ensures essential services remain unaffected by staffing shortages in specific situations. She noted it allows the council to respond swiftly to unexpected demands while preserving the quality residents expect.

The council now maintains two separate reserve pools: one on-call for departmental needs and another for year-round leisure and sports activities. Summer-specific recruitment will persist for positions such as tourist information officers, environmental auxiliaries, sports facility receptionists, youth, sports, and social monitors, and the Curulla programme.
