Key Points
- POUP public consultation set for June after finalizing participatory input.
- Plans identify development and protection areas; meetings with owners planned.
- Current projection: parish growth to 75,000 residents deemed unrealistic short-term.
- Emphasizes population ceiling, quality of life, and infrastructure like water and mobility.
Andorra la Vella's mayor, Sergi González, expects the new municipal urban planning scheme (POUP) to enter public consultation in June, as teams finalise detailed plans from earlier public input sessions.
Speaking to the Andorran News Agency (ANA), González said architects are now converting discussions from the participatory phase into blueprints. These will identify areas suitable for development alongside those requiring protection. Before the formal exhibition, officials plan multiple meetings with property owners and participants to outline the updated city model.
The current POUP, made public last October, projects the parish could grow to 75,000 residents—a figure González called "unimaginable" and unlikely during his term. He advocates slowing population growth while acknowledging Andorra's need to expand. "We cannot stay at the current 26,282 inhabitants," he said. "The parish can grow more, but in an orderly, planned manner."
González emphasised defining a population ceiling through this revision, based on the desired parish model, quality-of-life standards, and opportunities for residents. Any increase must include essential public infrastructure, such as water supply and mobility improvements. "The new POUP will provide those answers," he added.
