Andorra to fund €11.82m for Lycée Comte de Foix renovations under new France accord
A new 10-year agreement keeps the French education system in Andorra free; Principality will pay 70% of renovation costs via €1.688m annual.
Key Points
- Principality to pay €11.82m across 2027–2033 (seven annual €1.688m instalments).
- Total renovation investment estimated at about €16.88m; France to cover ~30% (~€5m).
- New 10-year accord keeps the French education system operating in Andorra free of charge.
- No capital set for 2026; preparatory planning for projects expected to begin that year.
The government plans to allocate up to €11.82 million between 2027 and 2033 to cover renovation work at the Lycée Comte de Foix and other educational facilities. The 2026 budget includes multiannual provisions made on the assumption that a new agreement with France would be finalised, as has now happened.
Under the new accord signed by Andorra’s education minister Ladislau Baró and his French counterpart Édouard Geffray, the French education system will continue operating in Andorra for the next ten years and remain free of charge. An accompanying administrative arrangement specifies the renovations required at the Lycée and elsewhere to bring facilities up to date, and foresees shared financing of the works.
Andorra has committed to assuming 70% of the renovation costs; the budget project breaks this down into seven annual instalments of €1.688 million (for 2027–2033), totalling €11.82 million from the Principality. That implies an estimated overall investment of about €16.88 million, of which France would cover roughly 30% — just over €5 million.
No specific capital allocation is foreseen for 2026 itself, although preparatory tasks such as drafting the necessary project plans are expected to begin. Government spokesman Guillem Casal had previously described the cost as “manageable” and stressed it would be spread across several years, without giving a precise figure at the time.
