Andorran Minor Convicted for Sharing Child Pornography After NCMEC Tip

Andorran authorities have convicted a minor of sharing child pornography following a tip from the US-based National Center for Missing and Exploited Children (NCMEC).

The NCMEC, which works to prevent child abductions, abuse, and sexual exploitation worldwide, alerted local police to a file containing child pornography sent via WhatsApp. The alert included the file itself, the originating IP address, and a phone number registered with Andorra Telecom.

Investigation revealed the phone belonged to a minor at the time of the incident, though the line was contracted in the name of the child's father. The video in question lasted seven seconds and depicted an adult woman performing oral sex on a boy aged between two and five years old. It had been shared with at least one other WhatsApp user.

Prosecutors classified the act as a minor offence of distributing child pornography. After completing their inquiries, they established the minor's criminal responsibility and imposed a formal reprimand as the penalty.
