The Andorran Agency for Quality in Higher Education (AQUA) has published its closing report for the 2023–2025 Strategic Plan, saying it completed 34 of the 37 planned actions (91.9%) and fully achieved 14 of the 16 strategic objectives. The agency describes the overall execution rate as roughly 92%, with the remaining three actions under way and no action left unstarted.

The strategic plan comprised 37 actions grouped into 16 objectives and six strategic lines. AQUA says key achievements include the review and digitalisation of internal processes, improvements in human resources management, greater institutional visibility and strengthened international positioning. Monitoring and follow-up have been integrated into AQUA’s Internal Quality Management System (SGIQ), with periodic reports and meetings to track progress.

The three actions still in progress concern obtaining the SIACES seal of good practices (the Ibero‑American System of Quality Assurance in Higher Education), drafting an institutional evaluation guide, and fully implementing a centralised digital system for external evaluations. AQUA also reports that two of the 16 strategic objectives were only partially met.

AQUA says the plan was developed through a participatory process led by its directorate and technical team, with input from higher education institutions, the competent ministry, external experts and other key stakeholders; the final document was approved by the agency’s steering committee. In its closing statement, AQUA underscored the report’s role in reinforcing transparency and accountability and setting out future priorities for Andorra’s higher education system.
