The Urbanisme Technical Commission (CTU) has upheld a €50,000 fine against self-styled financial expert and YouTuber Enrique Moris for an urban planning violation in Escaldes-Engordany.
The parish council imposed the penalty last November after Moris shared a social media video less than a year ago detailing how he had enclosed his 200-square-metre terrace at a Zenit tower apartment in Clot d'Emprivat. The CTU dismissed Moris's appeal, ruling the enclosure constitutes a serious infraction under Article 158 of the General Territorial Planning and Urbanisme Law (LGOTU). Officials argue the pergola-style structure exceeds the maximum buildable area permitted by the property's licence, even though it is removable and not fixed to the ground.
The fine falls within LGOTU's range of €5,001 to €50,000 for such offences. Moris now has one month to pay, after which the parish can seek enforcement through seizure if he fails to settle. The administrative process is exhausted, making the sanction final.
The council has also ordered Moris to dismantle the enclosure and restore the property to its original licensed condition, with costs borne by the owner. Enforcing this step could prove challenging: technicians would require a magistrate's authorisation to enter the apartment if Moris refuses compliance.
Moris has requested the Batllia for a precautionary suspension of the sanction pending judicial review. He contends the structure does not alter the building's volume and thus does not warrant the penalty.
The case emerged amid separate scrutiny of Retsinnal Group SLU, the Andorra-based firm founded by Moris, which Spain's OCU consumer organisation reported to the Ministry of Social Rights, Consumption and Agenda 2030 in mid-December for alleged deceptive practices.
