Encamp Parish Council Approves Record €46.6M 2026 Budget with 8.73% Rise

Encamp parish council has approved a record 2026 budget totaling 46.6 million euros, an 8.73% increase from the 41.9 million euros set for 2025. Public investments reach 15.86 million euros, rising from 13.8 million the previous year.

Cònsol Major Laura Mas, leading the majority, described the plan as "ambitious but responsible." It prioritizes upgrading public areas, improving resident services, and positioning Encamp and Pas de la Casa as hubs for sports and family tourism. The parish's debt ratio remains at 35.64%, well under the 200% legal limit.

Major projects drive the spending. The Pas de la Casa ski base station, pursued with SAETDE under a new concession, receives 2.8 million euros. Avenue Joan Martí refurbishment gets 3 million euros in 2026 toward its 6.9 million euro total cost, with completion likely extending to 2028. Pas de la Casa church square renovation, awarded to Promocions i Obres GEC SAU for 1.409 million euros despite a low initial bid of around 459,000 euros, starts in May 2026. Planned upgrades feature granite paving, better universal accessibility, smoother pedestrian routes, restored church links, facade and roof repairs, eco-friendly landscaping, new street furniture, a covered bus shelter for 30 people, updated utilities, and energy-efficient lighting.

Sports facilities gain heavily. Pas de la Casa sports centre allocates 1 million euros for initial remodeling plus 200,000 euros for gym equipment; the former nursery site there becomes a 700,000-euro youth leisure space. Encamp sports complex receives 500,000 euros for reception and ground-floor upgrades, 440,000 euros for rooftop solar panels, and 360,000 euros for air conditioning. Session awards included congress hall and toilet work at Encamp sports complex (383,413.80 euros to Construccions Neu) and padel court resurfacing with turf at Prada de Moles (286,455.14 euros, also to Construccions Neu). Other items cover Baronia hostel renovations and 2.5 million euros for water and sewer upgrades to Port d'Envalira.
