Encamp parish council is upgrading its video surveillance network with artificial intelligence to detect uncivil behaviour and enhance public safety more swiftly.
The parish already operates around 500 cameras across its territory, with a heavy concentration in Pas de la Casa. Local authorities are now adding AI-enabled servers designed to spot anomalous conduct in real time. An alarm will trigger immediately upon detection, allowing officials to respond directly to incidents rather than reviewing footage retrospectively.
Judith Torres, the councillor for information systems, described the approach during an interview with ATV. She said the system aims to identify deviations from normal behaviour instantly, enabling faster intervention. Encamp will be the first parish in Andorra to deploy this technology, which officials insist will not intrude on residents' daily lives.
Torres emphasised data protection measures, noting that cameras will avoid focusing on faces or enabling facial recognition. Instead, the AI will analyse situations only. "This allows us to build a safer parish and support national needs if required," she added. The parish's surveillance footage has already aided broader efforts, and the upgrade will refine that capability further.
The server contract is due for award by late March, with the system expected to go live about a month later. The setup costs roughly €110,000, excluding annual platform maintenance.
