Key Points

  • 22/382 landowners inquired, mostly general questions on uses and buildable areas.
  • Low response may indicate disinterest or unawareness since November approval.
  • Plan designates Canillo as residential parish, raises minimum plot sizes.
  • Mayor aims to prevent dense development and chalet sprawl in Incles valley.

Only 22 of Canillo's 382 landowners have contacted the local council with queries about the new urban planning framework, despite an email channel set up for such questions after its approval last November.

As of December 15, the inquiries received have been largely general in nature, according to council sources. Landowners have sought basic clarifications, such as what activities the updated rules allow, potential uses for their plots, and the maximum buildable area in square metres. "These are standard urban planning questions, not highly specific ones," the sources noted.

The low response rate could signal limited interest in the POUP's provisions or simple unawareness that the new rules are now in force.

The council unanimously approved the key modification on November 9, positioning Canillo as a primarily residential parish across both urban and urbanisable land. It also raises minimum plot sizes for construction to curb the spread of chalets in the Incles valley.

Mayor Cònsol Jordi Alcobé emphasised during the extraordinary council session that the changes aim for "a more cohesive society in a mountain setting." He stressed the parish's goal to avoid "becoming a densely or socially massified area." Complementing the 2023 POUP review, the update represents a "before and after" shift by substantially altering building criteria. "We all have examples in mind that we don't want to see repeated," Alcobé added.
