Property owners in Ordino have filed an administrative appeal against the government's technical urban planning commission for approving the parish's new urban development plan, accusing it of covertly reclassifying land as non-buildable and undervaluing building plots.
The dispute escalated after the commission endorsed the plan, prompting the owners' collective to also expand legal actions against the Ordino commune, as reported by RTVA. They argue the changes effectively reduce the development potential of numerous sites, leading to lower valuations.
Ordino's lead councillor, Maria del Mar Coma, rejected the claims. She emphasised that construction remains possible, with a buildable volume of 450 square metres allowed for every 2,500 square metres of land. The plan aims to prevent large-scale buildings while permitting single-family homes or multi-family units at the owner's discretion, she said.
On valuations, Coma described them as based on theoretical criteria that do not always match actual buildable outcomes. She added that owners can still sell land for any price they deem suitable if a suitable offer arises.
The approval of Ordino's urban plan has thus intensified longstanding tensions between the parish authorities and landowners over development restrictions and property values.
