Eight years after the death of Rosa, a pioneering cross-border initiative she helped launch has reached a major milestone. On 26 January, the UNESCO candidacy titled “Els testimonis materials de la construcció de l’Estat dels Pirineus: el Coprincipat d’Andorra” was officially registered for the World Heritage List.

The project traces its origins to 27 December 2014, when Rosa—then consul of Andorra la Vella—joined a small delegation from La Seu d’Urgell and Andorra to meet the mayor of Foix, Monsieur Meler. Despite forecasts of heavy snow that afternoon, the group crossed the Port d’Envalira early and travelled to L’Hospitalet, Ax-les-Thermes and Foix. There, they pitched a transnational bid to designate key sites as UNESCO World Heritage: La Seu d’Urgell Cathedral, the Casa de la Vall, Foix Castle, Andorra’s Romanesque churches and the Margineda archaeological site.

Meler welcomed the proposal immediately. After the meeting, the delegation—including the La Seu d’Urgell mayor, Rosa and three others—toured Foix Castle, discussing both the challenges and opportunities. Success would bring local commitment and global visibility to the monuments, while fostering historical ties and cooperation across the Catalan Pyrenees, Andorra and Ariège.

That modest seed, nurtured by figures such as Albert Villaró, Joan Reguant and Mn. Josep Maria Mauri, has grown through years of effort by technical teams, a scientific committee, drafting group and steering committee. Institutional outreach now targets the 49th session of the World Heritage Committee in summer 2027.

The return journey that day turned perilous amid intense snowfall, transforming the drive back to Andorra into a slow convoy past stranded vehicles. In a small but sturdy car, the group advanced cautiously, taking four or five hours to reach home—a metaphor, the La Seu d’Urgell mayor writes, for the candidacy’s path: success demands will, strategy, preparation, humility and prudence, not sheer power.
