The facility will be located in the Riberola area, below the River shopping centre and an existing private logistics park. Once operational, it will replace current rented spaces, eliminating those lease payments. The parish intends to award a 40-year concession for both construction and management to a private operator, rather than handling operations in-house.
The two-storey building will span 5,875 square metres, with the ground floor dedicated to the waste facility and the upper floor serving as a communal storage area. Of the parish's contribution, €2.041 million is due this year after selecting the winner, with the remaining €877,000 payable in the second year.
Annual operating costs are projected at around €154,000 initially, rising over time. Key expenses include staff at €66,000, waste transport at €32,000, and treatment at €25,000. Revenue is forecast to start at €331,000 per year, also increasing during the concession period.
The viability study indicates the project will recover its investment in 22 years, described as an acceptable timeframe for long-term concessions with moderate risk for the operator. The internal rate of return stands at 5.13%, yielding an average annual net profit of €100,558 for the concessionaire—starting at €31,000 in the first year and rising to over €274,000 in later years. Overall project returns are estimated at €4 million.
