Spain-Andorra Agree to Update 2004 Education Pact

The Spain-Andorra Mixed Commission on education held its annual meeting in Madrid on Tuesday, where delegates agreed to establish a negotiating team to update the bilateral education agreement signed in December 2004.

This step implements commitments from the commission's January session in Andorra and the July meeting between Andorra's Minister of Institutional Relations, Education and Universities, Ladislau Baró, and Spanish Education Minister Pilar Alegría.

Discussions advanced several key areas. Delegates reviewed progress on homologating vocational training qualifications agreed in 2024 and proposed starting work to recognise official music education qualifications. They also addressed updates to arrangements easing student access from both countries to universities, post-compulsory studies, and non-university higher education.

The meeting covered operations of the Spanish education system in Andorra, including school infrastructure, pedagogical and IT equipment, and a comprehensive plan for appropriate technology use. Both sides pledged to organise exchanges of best practices on classroom technology.

Andorra's delegation was headed by Secretary of State for Education and Universities Josep Anton Bardina, while Spain was represented by Secretary of State for Education Abelardo de la Rosa. The session took place in an atmosphere of cooperation and mutual trust, with both delegations emphasising the need for ongoing collaboration to ensure educational quality and stability for students.
