Andorra has accepted 108 out of 150 recommendations from its fourth Universal Periodic Review (UPR) by the United Nations, partially accepted one, and placed 41 under further review. The UN Human Rights Council endorsed the report by consensus in Geneva on Thursday.
Foreign Affairs Minister Imma Tor outlined the government's position in a pre-recorded address, emphasizing that the accepted pledges are realistic and aligned with institutional capacities following cross-ministerial consultations. She affirmed that human rights protection remains central to public policies and pledged to establish a national mechanism before the cycle ends to track implementation, reporting, and adherence in line with UN standards.
The commitments target priorities such as equality and non-discrimination, measures against gender-based and domestic violence, child protection—including a recently approved law bolstering safeguards for minors online—disability inclusion, affordable housing, and social cohesion. Officials highlighted substantial advances from the 2020 cycle, with 81% of accepted recommendations fully implemented and the remaining 19% nearing completion. Key accomplishments include bolstered equality frameworks, anti-violence initiatives, and 98.6% placement of students with disabilities in mainstream schools.
Among persistent goals is ratification of the International Covenant on Economic, Social and Cultural Rights, a repeated call in earlier reviews, alongside updates to disability laws. The 41 recommendations under consideration await deeper technical assessment or legislative development to ensure deliverable outcomes, the government stated.
This stance reflects Andorra's ongoing UPR engagement, rooted in transparency, peer dialogue, and steady progress toward global human rights benchmarks.
