Macron to Jointly Preside Historic General Council Session in Andorra

French President Emmanuel Macron will visit Andorra on 27 and 28 April, marking the first time in history that both Co-Princes—the French leader and the Episcopal Co-Prince Josep-Lluís Serrano Pentinat—will preside jointly over a session of the General Council at Casa de la Vall.

Macron is scheduled to arrive the afternoon of 27 April. The main institutional events will take place on 28 April, starting around 11am at Plaça Príncep Benlloch in front of Andorra la Vella town hall. Nearly 1,000 schoolchildren from all educational systems will welcome him there. He will walk along Carrer de la Vall to the main entrance of Casa de la Vall, where Serrano Pentinat will greet him. Inside, Macron will meet authorities and sign the Book of Honour in the syndics' office.

The highlight will be the traditional session of the General Council, presided over by both Co-Princes seated together in the parliamentary chamber. Deputy Syndic Sandra Codina described the occasion as highly significant, noting it would project a powerful image of unity. The session will open with speeches by Syndic General Carles Ensenyat and Macron. Councillors will wear traditional tricorn hats and gambeto robes, while syndics don bicorn hats and capes. Afterwards, authorities and councillors will proceed outside for a flag-honouring ceremony and the national anthem in Plaça del Consell General, followed by an official photo on the steps of Casa de la Vall. Access to the square will be restricted for security reasons. The full event is expected to last about an hour to an hour and a half.

Later that morning, around 12.45pm, Macron will address citizens in Plaça del Poble. At 4.30pm, both Co-Princes will receive Andorra's highest honour, the Creu dels Set Braços, at Meritxell Sanctuary, along with the presentation of credentials by new ambassadors—the first time diplomats will do so before both heads of state simultaneously. A lunch hosted by the head of government will follow at Hotel Rosaleda.

This visit, Macron's second to the General Council during his presidency after 2019, was postponed last October due to France's political crisis. Macron will be accompanied by his wife, Brigitte. No parish visits are planned, but he will stop at a school.

In a related meeting, the General Council's Board of Presidents approved the agenda for the 30 April session, covering 12 items including amendments to nationality laws, civil registry proposals, workplace equality measures, tourism legislation, and—if not further delayed—a total amendment by the PS to the rental 'unfreezing' bill. The board also assigned legislative commissions: Economy for rental contracts; Education, Research, Culture, Youth and Sports for trademarks, archives, and higher education agency fees; Social Affairs and Equality for children's rights; and Justice, Interior and Institutional Affairs for penal code reforms. The next board meeting is set for 4 May at 4pm.
