Macron Visits Andorra as Co-Prince with Packed 24-Hour Agenda

French President Emmanuel Macron, who also serves as one of Andorra's co-princes, is scheduled for a visit lasting just over 24 hours on Monday 27 and Tuesday 28 April. Security teams from his personal protection unit arrived in Andorra on Sunday to inspect all planned sites in coordination with local authorities, ensuring no details are overlooked ahead of the high-profile trip.

Macron will arrive by helicopter at the Estadi Comunal in Andorra la Vella around 4pm on Monday, following a stopover in Ariège. There, he plans to address challenges including hospital services at CHIVA, strained by a shortage of primary care doctors, and reindustrialisation efforts amid job loss concerns, such as the situation at the Comminges cellulose plant in Saint-Gaudens, which employs about 350 workers and awaits a court ruling.

The itinerary begins with a 40-minute meeting at Ràdio Andorra in Encamp with Head of Government Xavier Espot, followed by roughly an hour with Episcopal Co-Prince and Bishop of Urgell Josep-Lluís Serrano. The two leaders will then jointly receive credentials from around 15 new ambassadors for the first time in history, including the United States representative, Benjamin Leon Jr. The group will later visit FEDA facilities to discuss energy sustainability before concluding Monday at Andorra Park Hotel with a dinner hosted by Macron for about 200 members of Andorran society and accredited diplomats.

Tuesday focuses on public events. Macron will visit Lycée Comte de Foix at 9am and Escola Andorrana de Santa Coloma at 10am. The delegation arrives at Casa de la Vall around 11am for an institutional event starting near 11:45am, followed by a public address at Plaça del Poble at 12:45pm. Over 1,000 schoolchildren from all parishes and education systems, including British and vocational programmes, will line the route from Andorra la Vella commune to Casa de la Vall, potentially allowing informal interactions. A private lunch hosted by Espot follows at the former Rosaleda hotel around 2pm, with institutional representatives present. Around 4:45pm, weather permitting, Macron and Serrano will receive the Creu dels 7 Braços decoration at Meritxell's sanctuary cloister. The French delegation is set to depart by helicopter from El Tarter about an hour later toward Toulouse.

Disruptions are expected. A government decree mandates closure of non-essential businesses, industries, offices and public administrations from noon to 2:30pm on Tuesday, treated as paid, non-recoverable holidays for affected workers. Exemptions include essential public services, medical and veterinary clinics, tourism operations, hotels, restaurants, bars and fuel stations, which may only dispense fuel and related products. Public transport faces changes: Monday sees cancellations at Estadi Comunal (15:40-16:20), Ràdio Andorra (16:00-19:00) and FEDA Central (18:45-19:45), with nearby alternatives. Tuesday alters L1 northbound route (10:45-13:45), skipping La Quirola, Príncep Benlloch and Creu Grossa stops, and L2/L4 at Encamp commune and Rosaleda (14:15-16:30). Point closures and traffic halts may occur; authorities urge advance planning. Nationwide no-fly zones bar helicopters, drones and aircraft throughout the visit. Elevators from Plaça Lídia Armengol to Plaça del Consell will be out of service from 8am to 2pm Tuesday due to heightened security.

Spokesperson Minister Guillem Casal stated the closures would not disrupt the economy, noting they are routine for such visits and limited to 2.5 hours. Brigitte Macron will not attend due to scheduling conflicts in France.

Schedules remain provisional pending final security checks, with possible weather-related adjustments forecast for Monday and Tuesday afternoons.
