Andorra EU Association Approval Delayed to May 20-22 After Bulgaria Reservation

New dates of May 20 and 22 have emerged as key milestones for approving Andorra's association agreement with the European Union.

The shift follows the EFTA working group within the EU Council failing to secure the required unanimity last Tuesday to endorse the text. Public radio and television in San Marino reported that Bulgaria raised a reservation, prompting the procedural change.

As a result, the COREPER II vote—originally scheduled for May 6—has moved to May 20. The subsequent EU Council meeting is now set for May 22, establishing these as the revised focal points in the European calendar.

The reservation triggered a standard procedural outcome: the dossier was pulled from the fast-track "point A" approval process, which relies on consensus without debate. This opens the possibility of renewed political discussion among EU member states, where unanimity remains essential.

Government spokesperson Minister Guillem Casal addressed the development during Wednesday's post-Cabinet press conference. He emphasised that the executive remains unconcerned, with no confirmed reservations from any member state disrupting the timeline.

"We have no record of a reservation from any member state that would hinder this calendar's progress, neither from Spain nor Bulgaria," Casal stated. He acknowledged, however, that it is impossible to confirm whether such objections have been formally lodged.

Despite the delay, Casal stressed that the matter does not trouble or disrupt the government. The process, he said, is still in its final text-stabilisation phase.
