Andorra Approves EU's Latest Sanctions Expanding Russia Blacklist to 2,469 Individuals

The Andorran government has approved a new decree expanding restrictive measures against Russia over its war in Ukraine, incorporating the European Union's 19th and 20th sanctions packages.

The update brings the total number of sanctioned individuals to 2,469 physical persons and 1,636 legal entities. It includes 120 new individual designations from the 20th package, described as the broadest in the past two years, along with additional entities linked to Russia's military-industrial complex. The decree revises the relevant annexes listing those affected.

New restrictions target Russian payment systems, cryptoassets, specific financial entities, and Russian special economic zones. Further limitations cover professional services, software programs, intellectual property, maritime insurance, and services related to liquefied natural gas. These changes primarily impact financial, energy, commercial, and technological sectors.

The measures ensure Andorra's alignment with EU sanctions, reinforcing international cooperation and economic pressure on Russia while upholding international law and support for Ukraine.

In a related development, the government has allocated €40,000 to the International Committee of the Red Cross under its 2024-2026 collaboration agreement. Of this, €30,000 will bolster humanitarian efforts in the Democratic Republic of Congo, a region long plagued by armed conflict, human rights abuses, forced displacement, and sexual violence. The Red Cross focuses on health, water access, sanitation, economic security, mine action, and protection of humanitarian law. Andorra has partnered with the organization since 2012 to fund projects matching its international cooperation priorities.
