**Andorran civil servants' union challenges exclusion of retirees from productivity payment**

Retired and pre-retired civil servants have begun filing administrative appeals with the Government after the Public Function Department rejected their initial claims for a one-off productivity payment outlined in Decree 363/2025.

The Unió Sindical d’Andorra (USdA) highlighted the move in a statement, accusing the Ministry of Public Function of serious improvisation and a lack of political responsibility. The union pointed out that the department dismissed the requests even as it acknowledged in writing that the legal situation remains under analysis by the relevant officials.

USdA described this approach as improvised, inconsistent, and legally uncertain, noting that rejection decisions were issued without a fixed legal or political criterion. The union argued there is no objective reason to exclude retirees and pre-retirees from the compensatory payment, which addresses years of frozen public sector salaries and performance management.

The syndicate specifically criticised Public Function Minister Marc Rossell, a career civil servant, for allowing what it called discrimination against workers who served the state for decades. USdA highlighted his recent public comments that civil servants' salaries had been obsolete since 2000 and required correction, calling it incompatible to seek improvements for the public sector while sidelining retirees.

The union also recalled the Government's electoral commitments to review pension situations from 2015 to 2023, warning that current handling is fostering greater insecurity, inequality, and discontent among those affected. USdA described the issue as extending beyond administration to questions of political credibility and institutional respect for public workers.

In response, the union demanded immediate correction, clarity on the legal criteria used, and a fair resolution for all impacted retirees and pre-retirees. It pledged to pursue the matter through all available union, administrative, and institutional channels.
