Gemma Minguillón has been named director of Andorra's Public Function Department, where she will oversee the comprehensive management of human resources across the general administration.

Minister Marc Rossell announced the appointment on Wednesday following the Council of Ministers meeting, alongside details of a decree restructuring the Ministry of Public Function and Digital Transformation. The changes support the final rollout of a new public function model and departmental reorganization aimed at improving efficiency, internal coordination, and service quality. The updated structure integrates the Public Function and Digital Transformation departments.

Minguillón, who holds degrees in Journalism and Advertising and Public Relations, along with a master's in Organizational Management, brings expertise in communications and marketing. She previously handled internal communications and the employee portal within the department, contributing to key projects such as civil servant performance evaluations and professional career definitions. Rossell praised her established career across public and private sectors, including strategic consulting, account management, project leadership, institutional communications, and teaching. She also appeared on the Democrats' list for the 2023 Andorra la Vella municipal elections under David Astrié and is the daughter of former Andorra la Vella consul Jordi Minguillón.

The decree introduces two services to improve internal operations and workplace conditions. The Dialogue, Conciliation, and Consensual Conflict Resolution Service will promote communication, voluntary agreements, and impartial, confidential resolutions during disputes, guided by principles of good faith to foster a healthier work environment. The Internal Relations Service, which already exists, will gain expanded resources and emphasis to strengthen internal communications.

Rossell made the announcement after outlining these measures during the post-Council press conference. The story on cybersecurity law amendments, also addressed that day, confirmed the appointment but provided no further details on Minguillón's role.
