The Andorran government reported 41% completion of the National Plan for Children and Adolescents (PNIA) 2022-2026 during Friday's meeting of the National Commission for Children and Adolescents, with 17 of 42 actions finished, 24 underway, and one pending. Officials described this as evidence of steady progress, with 99% of measures either completed or in progress.
The session, led by Josep Anton Bardina, Secretary of State for Education and Universities, and Ester Cervós, Secretary of State for Social Affairs, reviewed implementation across the plan's four core commitments on rights, development, and protection for children and young people. Bardina emphasised that the achievements reflect concrete actions reaching schools and children directly. Cervós highlighted the direct impact of social policies on vulnerable groups' protection and wellbeing.
Finished initiatives include sensitisation, protection, and awareness efforts on disabilities; new coordination mechanisms for risk situations; health measures; vocational training; and participation-boosting projects like the National Council for Children and Adolescents.
Discussions also addressed priorities in progress, such as Penal Code changes to comply with the Qualified Law on the Rights of Children and Adolescents, digital wellbeing updates, a regulation mandating sexual offence background checks for professionals working with minors, and a guide for people with disabilities.
Attendees included representatives from government departments, the commons, the Social Affairs and Family Service (SAAS), UNICEF, the National Youth Forum of Andorra, and the Citizens' Ombudsman.
The PNIA stems from the 2019 Qualified Law on the Rights of Children and Adolescents, aiming to enhance coordination in policies for this group.
