Andorra FM Tor Calls for Inclusive Multilateralism at Dubrovnik Forum

Andorra's Foreign Affairs Minister Imma Tor spoke at the 19th Dubrovnik Forum in Croatia on Saturday, calling for a more inclusive multilateral system to protect universal values, international law and human rights in an increasingly multipolar world.

The event, marking 20 years since its founding, brought together politicians, academics, business leaders and civil society figures from Europe, Asia, America and elsewhere. Tor participated in the session "Universal Values in a Multipolar World: What Can We Learn from Each Other?", which explored ways to overcome divides between the global North and South and identify shared principles on rights and freedoms amid rising polarization.

During her address, Tor stressed that no political, cultural or religious traditions can justify violations of fundamental rights and liberties. She described national sovereignty as a key principle but not an absolute one, emphasizing the international community's duty to respond to serious human rights abuses or threats to peace. Tor advocated for a multilateral framework that better reflects global diversity while reconciling cultural differences with the protection of core values.

On the sidelines of the forum, she held bilateral talks with counterparts including Portugal's Paulo Rangel, Italy's Antonio Tajani, Slovenia's Tone Kajzer, Croatia's Gordan Grlić Radman and Bulgaria's Deputy Foreign Minister Ivanka Tasheva. The discussions addressed bilateral matters and Andorra's association agreement with the European Union. Tor also met EU rapporteur Željana Zovko on the issue. The Andorran government stated that all participants voiced support for signing the agreement soon.
