Andorra Schedules Final Policy Debate for June 29-30 and July 13

The Junta de Presidents of the Consell General has scheduled the final Debat sobre l’Orientació Política del Govern (DOP) of the current legislative term for 29 and 30 June, and 13 July.

This key parliamentary session, which allows scrutiny of the executive's policies, will follow a format aligned with article 139 of the proposed reform to the Consell General's rules, set for a vote on 4 June.

The first session begins on Monday, 29 June, at 09:30, with an unlimited-time address by Head of Government Xavier Espot outlining the executive's actions and political priorities.

Debate resumes on Tuesday, 30 June, with parliamentary groups speaking in order of ascending representation, each limited to 30 minutes. That afternoon from 16:00, the government may intervene as needed, prompting proportional rebuttals from groups.

After these exchanges, a 48-hour window opens for groups to submit resolution proposals tied to the discussed topics, excluding any no-confidence motion against the government. This period ends on the afternoon of 2 July.

On 3 July, the Sindicatura will review and admit proposals for processing, publishing them and opening submissions for transactional resolutions until the morning of 7 July. The Sindicatura will then meet again on 7-8 July to approve those and issue the Consell General Bulletin listing all texts for voting.

The final session on Monday, 13 July, at 09:30, will feature defenses and debates on the proposals, with initial interventions capped at 10 minutes each, followed by votes to conclude the DOP.

The decision came from a recent Junta de Presidents meeting, which also confirmed ordinary sessions on 4 June and 18 June, with 15 July as a reserve date.
