Sant Julià de Lòria Approves Admin Reorgs and 365K Euro Credits to Tackle Staff Shortages

Sant Julià de Lòria's communal council approved administrative reorganizations and credit supplements totaling over 365,000 euros during Thursday's session, addressing staff shortages in public works and urban planning while allocating funds for infrastructure projects without increasing debt.

The Desperta Laurèdia majority passed updated organigrams for administration and finance, as well as public works, urban planning, and cadastre. Reforms introduce a public procurement coordinator to handle increasingly complex procedures, alongside three dedicated service heads—one each for urban planning, cadastre, and public works—plus a general coordinator, departmental technician, and administrator. A new communal patrimonial management department integrates building maintenance into general services, aiming to boost technical capacity, internal coordination, and service transparency amid population growth and ongoing urban plan revisions.

Cònsol Menor Sofia Cortesao presented the changes, describing them as steps to modernize and strengthen administration following staff departures and disciplinary files. Cònsol Major Cerni Cairat noted the public works department operates at minimal levels, burdened by urban reviews, active projects, and high workloads. He referenced an administrative file against the long-serving head but withheld details citing privacy. The restructuring creates four permanent technical roles in engineering, architecture, public works, urbanism, and cadastre, with selection processes advanced: calls published weeks ago, applications closed, and several candidates identified.

Opposition UL+DA abstained, as conseller Josep Majoral explained they lacked sufficient details for support but saw no reason to block, given the majority's responsibility over personnel. He indicated possible future requests for explanations on staffing changes.

All credits gained unanimous approval. Supplements include 40,500 euros for oversight of the Cultural Centre Lauredià reconstruction—encompassing quality and safety controls, with Cairat noting a final cost of 14-14.5 million euros; 120,000 euros shifted from generic studies to specific initiatives like a Comabella tourist area car park, Rabassa road widening, and other parish developments, fixing a prior budgeting lapse linked to staffing shortfalls; and 18,000 euros to complete the three-year data processing centre at Plaça Germandat car park, described by Cairat as the commune's "brain" for all servers, despite delays and added costs.

Extraordinary credits cover 30,000 euros for preliminary studies on water intakes at Torrent d'Auvinyà, Riu de la Peguera, Fontaneda, and Dimonis; 22,000 euros for general services changing rooms; 25,000 euros for anchorage inspections at Camp Perot car park; 50,000 euros toward a new waste facility and warehouse, with a total estimated at 500,000 euros; and 80,000 euros as a loan to Camprabassa SA, Naturland park operator in La Rabassa. This bridges daily payments while the company negotiates debt restructuring with banks, separate from a shareholder plan to convert six million euros in accumulated losses into shares, restoring net equity to enable strategic recovery. Cairat emphasized the measure preserves ongoing discussions without altering the current financial position.
