The Social Democratic parliamentary group has submitted a reservation of amendment to the qualified bill reforming Andorra's Penal Code, aiming to decriminalise consensual abortion during the first 14 weeks of pregnancy.

The proposal, which the group will defend at the next session of the Consell General, would make abortion a criminal offence only when performed outside the legal conditions and time limits. It allows voluntary interruption of pregnancy up to 22 weeks in specific cases: risks to the pregnant woman's life or health; pregnancies resulting from sexual liberty offences; or severe fetal anomalies or malformations confirmed by a specialised report.

Social Democrats argue the change is essential to align Andorran law with social realities and European standards on human rights, sexual and reproductive health. They maintain that women should not face criminal penalties for decisions about their own bodies, and that the state's role must focus on healthcare, legal support and accompaniment rather than punishment.

Consellera General Susanna Vela stated the amendment seeks to ensure women's dignity, freedom and legal security. She added that Andorra cannot persist with rules that criminalise personal choices, forcing many women to leave the country for a right available across most of Europe.
