The parliamentary group Concòrdia has submitted six resolutions to the Debat d’Orientació Política, focusing on enhancing public administration, cross-border cooperation, European relations, healthcare staffing, and support for the ageing population.
A flagship proposal calls for a single administrative portal integrating procedures, files, notifications, payments, and communications from the Government, parishes, and public companies Andorra Telecom and FEDA. The group urges the executive to develop an implementation plan and necessary interoperability tools.
Concòrdia also advocates a pilot project by the end of 2026 to integrate artificial intelligence into public administration. The initiative would target tasks such as automatic document classification, digitalisation, and file processing, recognising AI's role as a transformative tool in modern societies.
On European integration, the resolutions instruct the Government to hold a referendum on the Association Agreement with the European Union after approval by EU institutions but before signature by member states. Group president Cerni Escalé emphasised that this timing preserves citizens' decision-making freedom and bolsters democratic legitimacy, while ensuring voters receive comprehensive information well in advance.
In cross-border cooperation, Concòrdia pushes for formalisation within one year of agreements to establish a European Grouping of Territorial Cooperation (EGTC) involving Andorra, Catalonia, and Occitania. It proposes an initial portfolio of joint projects in mobility, digitalisation, and energy transition.
Addressing healthcare, the group demands workforce planning based on demographic and care needs to maintain quality services and reduce waiting lists in specialties.
For the elderly, proposals include a comprehensive information system on people over 65, providing an ongoing, updated, centralised overview of their circumstances. The Government would also approve a National Strategy for Active Ageing and Quality of Life, alongside a strategic plan for elderly services and facilities within six months.
