Concòrdia Registers Resolutions for Digital Portal, AI, EU Ties, and Elderly Care

The parliamentary group Concòrdia has registered six resolutions for the Debat d’Orientació Política, targeting improvements in public administration, cross-border cooperation, EU ties, healthcare staffing, and elderly care amid population ageing.

A key measure proposes a single digital portal—described as a "finestreta única"—to centralise procedures, files, notifications, payments, and communications from the Government, parishes, Andorra Telecom, and FEDA. Concòrdia argues that current fragmented digital services create document duplication, raise administrative costs, and complicate citizen access. The group calls on the executive to deliver an implementation plan and develop required interoperability tools.

In parallel, it seeks a pilot project by the end of 2026 to embed artificial intelligence in public administration, focusing on automated document classification, digitalisation, and file management—following examples from other European countries.

On EU relations, group president Cerni Escalé reiterated calls during the DOP debate for a referendum on the Association Agreement after approval by EU institutions but before signature by member states. Concòrdia maintains this timeline preserves citizens’ decision-making freedom, enhances democratic legitimacy, and ensures voters have full information well in advance.

For cross-border ties, the resolutions urge formalisation within one year of an European Grouping of Territorial Cooperation (EGTC, or AECT) with Catalonia and Occitania, including an initial slate of shared projects on mobility, digitalisation, energy transition, and efforts to strengthen Andorra’s international positioning and the Pyrenees as a cooperation zone.

In healthcare, Concòrdia demands forward-looking staffing plans based on demographic and care needs to sustain quality services and cut waiting lists in key specialties.

Elderly support proposals include a comprehensive, real-time information system on everyone over 65 for a centralised view of their situations. The Government would also need to approve a National Strategy for Active Ageing and Quality of Life, plus a six-month strategic plan for relevant services and facilities.
