The Andorran government’s Public Function Department is launching two new services—a mediation and conflict resolution unit, and an internal relations section—through internal reorganization using existing staff and resources, with no initial additional costs except for a new departmental directorship, Minister Marc Rossell has stated.
In a written response to Social Democrat councillor Laia Moliné, Rossell explained that the rollout in the first phase will rely on redistributing current human and material resources within the department. No new hires or major material investments are foreseen at the outset. The only budgetary impact will come from filling the new directorship position, which follows standard pay scales for senior administrative roles in the general administration.
Rossell emphasized that the changes aim to boost efficiency and optimize resources, rather than addressing any internal crisis or structural shortcomings. The services seek to improve communication, prevent conflicts, and support teams amid public function transformations. Their activity will undergo evaluation to decide on any future adjustments to size or means.
The minister noted that the department’s structure will firm up by year-end, incorporating these units alongside reforms like compliance management and career systems. A comprehensive review of their performance is planned for early 2027.
