Andorra Reaffirms Commitment to Return of Ukrainian Children at Toronto Conference

Andorra's Foreign Affairs Minister Imma Tor participated in the second International Conference on the Return of Ukrainian Children, Detained Civilians, and Prisoners of War in Toronto, Canada, on Tuesday and Wednesday.

Co-chaired by Canada, Ukraine, and Norway, the conference sought to enhance international coordination and concrete actions supporting Ukraine's efforts for the return, rehabilitation, and reintegration of people affected by Russia's war of aggression.

Tor addressed the plenary session on national statements during the opening day, reiterating Andorra's dedication to international humanitarian law, the protection of children impacted by armed conflicts, and global initiatives ensuring the safe return of forcibly displaced Ukrainian children.

She noted Andorra's membership in the International Coalition for the Return of Ukrainian Children since 2024, as well as its endorsement of Ukraine's Bring Kids Back UA initiative and accountability efforts.

On the second day, Tor joined a thematic session on children's return, led by Canada. The discussions involved government officials, international organizations, and experts focusing on improved tracking of deported children, secure return routes, and strengthened rehabilitation and reintegration measures.

The Andorran side emphasized bolstering international cooperation, supporting monitoring by the United Nations, OSCE, and Council of Europe, and prioritizing education, psychological care, and family reunification in reintegration.

Tor adhered to the conference's joint communiqué, which commits participants to coordinated action for returning Ukrainian children, safeguarding unlawfully detained civilians, and upholding humanitarian law for prisoners of war.

During side events, she met Canada's Foreign Affairs Minister Anita Anand, Lithuania's Foreign Minister Kęstutis Budrys, and Estonia's Deputy Foreign Minister Minna-Lind. The talks reinforced political ties with these Ukraine supporters, spotlighting Andorra-funded projects in Lithuania and Estonia.

With Canada, the host for the second time, conversations addressed economic cooperation, the youth mobility program, and a pledge to begin negotiations on a double taxation avoidance agreement to enhance trade.
